This project sits within the Government’s Physical Education, School Sport and School Club Links (PESSCL) strategy.  Its aim is to increase the proportion of school children moving into affiliated and quality sports clubs, thus extending the participation of young people in organised sport.  More specifically for swimming the aim is to facilitate the movement of children into either a Swim 21 accredited club or into an Aquamark accredited learn to swim programme, en route to a Swim 21 Accredited club.  School Swimming Teachers will be central to this programme working within the Education Partnership network and with Swim 21 Clubs.
Through funding from DCMS, the ASA has been able to appoint a School Club Links Coordinator, who will drive the programme in association with the RDOs, who in turn will work in partnership with both the County Sports Partnerships and in particular, the Education Partnerships. 
This programme provides an ideal platform for the ASA to address a number of issues that will lead to an improvement in the standard of school swimming teaching at a local level and ensure that children moving into clubs are better equipped with the essential skills. For example, it will enable the ASA to:
Raise an awareness of the significance of LTAD with key agencies involved with swimming at the local delivery stage, particularly at FUNdamentals and Swim Skill levels.  For example, the clubs, school swimming teachers and coordinators, LA Swimming Development Officers, Primary Link Teachers and the School Sport Coordinators.
Revisit the training of the School Swimming Teachers using the National Plan for Teaching Swimming (NPTS), the National Curriculum Training Programme (NCTP) and the recently revised TOPs cards as the key resources.
Clarify the link between LTAD, the NPTS and the TOPs cards.  An outcome of this could be the production a FUNdamentals curriculum.
Monitor the quality of school swimming and the effectiveness of the movement of children into clubs.
Clarify the roles and responsibilities of the local swimming agencies and their interface with personnel within the Education Partnerships.
