Q.1 I have not yet received my Swimming Officials News or Extracts of ASA Law. What should I do?
A.1 This mailing is undertaken by the ASA in Loughborough by using the personal details on the Integra (Registrations) database. It may be that your details are incorrect or there has been a problem with the actual mailing. Contact the ASA in Loughborough and register your non receipt.
Q.2 Do Competitions now need to say “Held Under FINA Rules”?
A.2 No, ASA Technical Rules of Racing now incorporate FINA Rules. If a Competition is held under FINA Rules none of the guidance, like starting in the water, would apply.
Q.3 When do the changes take effect?
A.3 From October 1st 2005
Q.4 In the ASA Guidance to FINA Swimming Rules SW 1, it says there should be one Inspector of Turns for each turn or take off line other than the finish. Is this correct?
A.4 No, this is a misprint. The figure ‘1’ should not be there.
Q.5 The ASA Guidance to FINA Swimming Rules SW 13 a), implies that if the Referee agrees with just one of the Finish Judges on a particular place then that should be the order of finish. Has the previous method been abandoned?
A.5 There is no intent to change the normal working practice that has been in place for many years. If the Referee and Finish Judge on the same side of the deck agree on ALL the placings, there is no need to consult the other Finish Judge. If there is not agreement, then the agreed order of the two Finish Judges is used and any places not agreed by them are decided by the Referee.
Q.6 Will future Examinations ask questions that include the ASA Guidance to FINA Swimming Rules?
A.6 Yes. If a question is asked about the position of Lap Cards, then the answer should say the Promoter decides which end they are placed.
Q.7 Where now, is the definition of a foul? - the paragraph that includes that classic 'unfair disadvantage' is the one that is missing.
A.7 The FINA foul definition is in SW 10.6...basically interfering with another swimmer. We can read into that our old definition.
Q.8 I cannot find any reference to the Starter taking on the duties of the Referee at a minor competition. Is this no longer permissible?
A.8 The Starter taking on the duties of the Referee at the start may still happen but is not now defined in the Rules or Guidance and therefore would not be asked in an examination.
Q.9 SW 10.15 States that no pace-making shall be permitted, nor may any device be used or plan adopted which has that effect. Does this mean coaches cannot shout at their swimmers?
A.9 It is for the Referee to decide IF what the coach was doing WAS pace-making.
Shouting encouragement may not necessarily be pacing...if it were, many of the spectators could be considered as pace makers!!
If the Referee considers it is pacing, they should remind the coach, or whoever, of the rules and ask them to cease or further action may be taken. If the coach was doing something that was influencing the swimmers speed/rhythm, it should be considered as pacing.
Q.10 With the new Backstroke start rule, can a swimmer be totally out of the water when the Starter says ‘Take Your Marks’?
A.10 SW 6.1 states prior to the Staring Signal the swimmers shall line up in the water. If some part of the swimmers body is not in the water after ‘Take Your Marks’, the Starter should stand the swimmers down and remind them of the correct starting position. It is the Starter’s responsibility to ensure all swimmers are in their correct positions BEFORE giving the Starting Signal.
Q.11 After a Breaststroke start or turn, can a swimmer use a downward dolphin kick before an arm pull?
A.11 The downward dolphin kick is not permissible prior to the arm pull. During, or at the end of the arm pull of the first stroke after the start and after each turn, a single downward dolphin kick is allowed, but not required, followed by a Breaststroke kick. During the arm pull, if a downward dolphin kick is taken, it must be followed by a Breaststroke kick. It is not permissible to take only a downward dolphin kick without then taking a normal Breaststroke kick.
Q.12 The use of the term ‘Referee’s Decision (RD)’ may now appear in situations where AOE is not in use. Why?
A.12 This notation has been adopted whenever a 'manufactured' time is applied by the Referee. This procedure was already being used in some parts of the Country and the SOC decided to standardise its' application with the new guidance. In events where no AOE is in use or there has been an AOE failure, any times that do not support the placings are changed and the resulting 'manufactured' times are marked 'RD'. The reasoning being that these times are not real times but times calculated by the Referee and are therefore Referee Decision times.
Q.13 SW 2.4.2 refers to advertising (GR 7) but I have looked at the FINA web site and GR 7 is Substitution, Disqualification and Withdrawal!!
A.13 FINA renumbered the General Rules this year following the deletion of the old GR 5 rule. The change was overlooked when compiling the Extracts of FINA Rules. The correct reference should be GR 6.
